I have a very soft spot for eyeliner in a felt pen format. I learned how to apply liquid liner by using them, and that's a big thing for a registered klutz like me.
The Precision Liquid Eyeliner from Le Metier de Beaute is as good as
they come. It feels balanced and stable in my hand, easy to control and
lets me draw the perfect line (mine starts hair-thin and thickens
gradually to an almost wing at the outer corner of the eye). It holds
forever with and without a primer and doesn't fade or flake, even on a
hot and humid day.
Noir is my perfect daytime black. It's a bit
muted and less glossy than Lancome Artliner in the same color, making
it easier to wear and always appropriate, because the look is never too
harsh. The excellent quality makes me reach for it often, and not
having to fuss with a brush is an added bonus.
